I want to file two claims against Maricopa County for damages and civil rights violations. This includes the Maricopa County government, the Maricopa County Superior Court system, the Maricopa County Sheriff Office and whoever runs the cops that search people who enter the Maricopa County Court buildings on 1st Avenue and Jefferson in Downtown Phoenix. 

On Thursday, December 17,  2015, a little bit before 3pm Conrad Chavez refused to let me enter the Maricopa County Court House claiming that I had a weapon. The weapon was a folding pocket knife. 

I suspect that Conrad Chavez lied to me when he told me he could not check the weapon. He told me I either had to leave the building or that if I threw away the folding pocket knife I could enter the building.  I suspect the real reason did this is because I look like a homeless person and either  Conrad Chavez or the people that run Maricopa County want to keep homeless people out of their building. 

Conrad Chavez also told me that a whistle I had was not allowed to enter the court building. He said he could check the whistle. 

This seems to conflict with the Arizona laws   ARS 13-3102.01 and ARS 13-3102 A.10 which say that if a government wants to take away a person weapons when they enter a public building they must allow the person to check the weapon. 

Initially  Conrad Chavez told me that I could complain about his decision to his supervisor. When I told  Conrad Chavez I wanted to complain he refused to allow me to complain and instead escorted me out of the building. I suspect I was falsely arrested when he did that. 

Conrad Chavez also refused to tell me his name. 

I asked him for his name and he said it was “Conrad”.

When I asked him for his last name he refused to tell it to me. 

I got his last name off of his badge or name tag. 

Conrad Chavez also violated my 1st and 14th Amendment rights by telling me I was not allowed to take photos of him. I wanted to take a picture of him so when I filed a lawsuit I will know exactly who the guy is. 

After  Conrad Chavez escorted me outside he ordered me to leave the entire Maricopa County Court complex. He did not have any authority to kick me out of the entire Maricopa County Court complex and I suspect that was a false arrest and civil rights violation.  

When I came it also appeared that  Conrad Chavez was illegally searching thru my personal belonging, my coat and camera case. I thought these searches were x-ray searches for weapons.  Conrad Chavez seemed to be looking not for weapons but for drugs. And of course that would be a 4th Amendment violation. 

Conrad Chavez was also very rude and unprofessional in dealing with me. But that seems pretty standard when you deal with any police officers. And for that matter any time you deal with people in the government and think you have “Constitutional Rights”.  

I lost a day in time on working on a lawsuit I want to file because  Conrad Chavez kicked me out of the court building and I could not work on it.

Well really as of now I have lost 4 days over this and I expect I will lose many more days.

My claim for damages on day 1 will be $100 million since I have to give a dollar amount on this claim.

On the next day, Friday, December 18, 2015 again a little bit before 3pm, or this time before 2:50pm I again had damages caused to me by rude Maricopa County employees who also violated my civil rights and refused to let me into the court building to do the legal business I have to do.

The 3 employees who screwed me were again  Conrad Chavez, and unknown person who works with  Conrad Chavez searching people who enter the building and a person who I think is a Maricopa County Sheriff officer or employee, who is named Brotherton. 

This time I came to the court house without my pocket knife. I didn't want to be jerked around again on that. 

It seems like my coat was illegally searched by the unknown person who was helping Conrad Chavez search people.

That person was searching thur the pockets of my coat and it looked like he was searching for drugs, not weapons. He was searching thru my coat after he had been x-rayed.

I told him he did not have permission to search thru my stuff, but he continued to search thru my coat, violating my 4th Amendment rights. 

He told me I could not enter the court house if I didn't let him search thru my coat. I still did not give him permission.  

He also gave me what sounded like a line of BS saying he could not see inside my coat. Last time I checked I didn't have a lead lined coat that was invisible to an x-ray machine. 

He even yanked my gloves out of my goat pocket and looked thru the insides of them, after I told him he did not have permission to search my stuff. I told him to put my gloves back were he found them and he behaved like an arrogant cop and told me to put them back myself. 

After he finished illegally searching me he told me that he had to check my whistle. He removed my whistle from my key chain without my permission. 

I told him fine, he can check my whistle. 

He asked me for my name and I told him I was refusing to give my name. Like I always do when I enter the court house and your cops make me check either my whistle or my handcuff key. Oddly your incompetent cops never find both my handcuff key and whistle at the same time. 

Normally when I refuse to give my name when the Maricopa County Court house cops confiscate either my handcuff key or my whistle, they just write “Refused”, “No Name” or something like that on the ticket which is used to check my whistle or handcuff key. 
This cop then asked  Conrad Chavez what to do.   Conrad Chavez was the cop who threw me out yesterday.

 Conrad Chavez said something like they could not let me in because it would make them liable for damages or something like that. 

It sounded like  Conrad Chavez was lying and just wanted to jerk me around because I look like a homeless person. 

As I said before I always refuse to give my name when the cops confiscate my handcuff key or whistle and it hasn't been a problem before. So that it the first reason I thought Conrad Chavez was giving me a line of BS. 

Also I have read through the Arizona Revised Statutes and my memory tell me that the law for checking stuff says the government is not liable even if they lose your stuff. So again, it sounded like Conrad Chavez was giving me a line of BS because he wanted to run me out of the building. 

I'm sure it's a violation of the 5th Amendment for the government to require me to give my name to the police, expect per Hiibel v Nevada, but anyway after they told me I couldn't come into the building if I didn't give them my name I told them they could use the name John Doe. 

John Doe seems to be as good of name as any, but I think both Conrad Chavez and the other cop were more interested in throwing me out of the building because I look like a homeless person.

So instead of letting me in the building it looked like Conrad Chavez called a cop to throw me out of the building. I think that is Maricopa County Sheriff Brotherton. 

I believe I asked Maricopa County Sheriff Brotherton for his card, but he didn't give it to me. 

I asked  Maricopa County Sheriff Brotherton several times for his name, but he refused to give it to me in a manner that I could write it down. I am sure that was very intentional and that he didn't want to give me his name. If he really wanted to help he would have given me  his card. 

But I suspect he was in kick *ss mode and wanted to have some fun throwing out a guy he thought was homeless. 

Maricopa County Sheriff Brotherton said several times he was kicking me out of the building for not obeying the rules. That is an outright lie. 

I simply refused to tell the people searching me my name. I  have every right to exercise my 5th Amendment rights and refuse to answer police questions. I was not breaking any rules. 

I also told  Maricopa County Sheriff Brotherton that I had offered to use the name of “John Doe” for them to check my property, but I suspect that  Maricopa County Sheriff Brotherton was looking forward to having some fun throwing a homeless person out of the court building and he didn't respond to my statement. 

Maricopa County Sheriff Brotherton asked me where in the building I was going and I took the 5th and told him I had legal business I had to do. 
Instead of taking accepting my answer  Maricopa County Sheriff Brotherton told me that if I didn't tell him where I was going he was going to follow me around every where I went. He didn't say he was going to harass me, but I suspect from the way he said it he wanted to make sure that if I took the 5th and refused to answer his questions he would make like very difficult for me. That was a violation of my 5th Amendment threatening me with abuse if I take the 5th.

Maricopa County Sheriff Brotherton made a comment about me going to the library. I didn't respond  to it. 

I believe I asked him if I could take his picture and he said yes, so I took several photos of him after he escorted me outside of the building. I suspect I was falsely arrested when he removed me from the building. I have every right to be in the building. 

Before leaving I asked  Maricopa County Sheriff Brotherton for his name one more time. 

This time he flat out refused to tell me and gave me a line of BS that I was too busy taking photographs and he wasn't going to give me his name for that reason. 

I didn't get  Maricopa County Sheriff Brotherton until I looked at the photos and found I had good shots  of his name tag and badge. His badge number is  #1287.

In addition to violating my Constitutional rights  Maricopa County Sheriff Brotherton was a very rude person. 

My claim for damages on day 2 will be $100 million since I have to give a dollar amount on this claim.

Since the police in Maricopa County refused to let me enter the court house two days in a row I suspect that they are out to get me and an afraid to come back a third day and do the business I have to do at the court house. 

I am also afraid that they might plant drugs on me if I come back as a way to stop me from complaining.

I am also afraid that they might make up bogus charges against me as a way to keep me from complaining. 

Is there some way you folks in the Maricopa County Government can allow me to use the courts without having your police terrorize me and jerk me around?
